Stockton RTD First Amendment Audit - Fail

 We audit Stockton Regional Transit District.

RTD Failed. Their clueless Allied Security Guard (aren't all from that company clueless?) believes he controls the sidewalk. Stockton PD passes and simply educates the guards without making contact.
