  A routine traffic stop; ie, SPD takes the Hispanic out of his car, handcuffs him, and searches him, then lets him go, leads to a conversation with a senior black man SPD abused. Combines unreleased footage of a reported DUI accident from 7/7 and the traffic stop and conversation on 7/29. On 7/7, Stockton PD decided a black man was DUI causing accident and they harshly handcuffed him for four hours until the hospital cleared the man.  He had had nothing to drink. Stockton, July 7, 2020 Very rare occurrence in Stockton. The police were respectful to both the driver and us. Police responded to a 415 (disturbance) in the Jack in the Box drive thru. August 5, 2020   Another homicide in Tubb's reinvented Stockton. Copwatching at stabbing response in homeless encampment on S. Wilson at the slough. Multiple family members were there and rightfully distraught, so we kept it short and respectful.

  We audit Stockton CHP; which is essentially a boring, very secure, building in middle of a field. They pass the First Amendment Audit; however, multiple vehicle code violations were found on their personal vehicels. Stockton CHP apparently believe the vehicle code does not apply to their personal vehicles; but they can drive around all day giving senseless tickets. In fact, the CHP does little else other than write senseless tickets; basically high speed meter maids.
